Is this a statement (Stay put!) and is it either true or false?

it's a command.. not a statement

the true or false would be wether they stayed put (true) or not (false)Is this a statement (Stay put!) and is it either true or false?
Statement- Act of expressing in words.

STAY PUT.

A direct order from a police officer is thus as stated a direct order or a statement given, NOT TO MOVE FROM AREA.

In context of usage, was it for protection of do not leave a gun battle was taking place, this was an arrest of someone and told to say put so they could detain others? Is this a statement (Stay put!) and is it either true or false?
yes, it's a statement.

i'm not in the mood to stay put, i'm outta here. so for me, it's false.

but for someone else.....
Its an order to stay where you are and don't move.
It is a command or request to remain where you are.
